under law? idk but your a minor, and hes not, so probably not, socially, it depends on maturity level and your looks, if you look 16, there might be a problem if hes attracted to someone 3 years younger, but if you look older, it wouldn look weird. and also, dont do something stupid, not until your 18, its just the smart decision to make, ready or not, wait.

As LONG as Her Parents are cool with it, there are no Legal Issues with it. :)
