The mountain blocks in toi gye hyung do not cross the arms, they are kept in the 90 degree upright position throughout all 6 executions of them.
Therein lies the clues:
no arms crossed, suggesting nothing to do with breaking a grip (choke, bearhug, wrist grip)
6 are in succession, and alternate which is the leading hand (R, L, L, R, L, L)
all of them are in horse stance, so it suggests no one in front or behind
all hands are in the air, suggesting no worry about strikes to the torso, opponent must be low (perhaps attempting a tackle)
all hands are 180 degrees from each other, not in front in guard, suggesting opponent is above (which is absurd)
All steps are stomps, suggesting that the movement requires rooting, rather than agile movement.
I think, then, the clues point to throwing your attacker with your hips - and only the hips. Perhaps, the hands/arms are too injured to assist; or maybe the hands are occupied. I don't think the hands are part of the technique, or the person could be reversed.

A couple of mine:
1) Single move: stopping the grip of a bear hug before it is completely applied, front or rear.
2) Single move: breaking a front choke by hitting the attacker's wrist and head-butting the attacker
3) Two moves: stopping the grip of a rear bear hug, then headbutting, then hammer or backfisting the attack in the eye or chin or temple while grabbing his wrist or striking the thin inside of the forearm near the wrist.
4) Two moves: stopping two quick, wild vertical punches at the head, step in for hip throw (a modified uki goshi http://judoinfo.com/images/nauta/ukigoshi.htm)

mountain block is also know as yama uke in japanese it is in a few kata one of which is jitte.
there are a number of applications for the technique, it can be an arm break or trap, as well as a throw and so forth
