Is the phrase "primary principle" considered repetitive redundancy?

    It's not redundant. Examining government it would be truths that are self evident.

    If you wanted to focus on a primary principle of Constitution you could pick from several basic principles such as: popular sovereignty, limited government, separation of powers, checks and balances, judicial review.

    You might also want to look up what Aristotle wrote on this when you consult Wikipedia.
