If you have thick green ***** liquid and heat coming from a tattoo, is it infected?

I got a tattoo done that runs the entire lower part of my left arm yesterday, I was advised to take off the clean film and wash it with soap and then re-apply new clean film and keep it covered for 24hours, I went to work night shift and there was a load of sweat that built up in the clean film so I kept washing it with soap and more clean liquid kept coming out, when I got home I went to sleep and when I woke up there was a thick slimy liquid on the tattoo which I attempted to wash off while having a shower, I was also advised to use bepanthen nappy rash cream which I started using today, however during the day this clear liquid had turned into like a line green liquid which built up during the day which I washed off using warm soapy water with a flannel and let it air dry so not to agitate the tattoo any longer than I have to, having placed my hand over my tattoo where the thick green liquid was it's quite hot, is this usual or is it a sign of infection?

Yes, it's infected. Due to the size of the tattoo you need to see a doctor ASAP as an infection over what is effectively a very large wound can progress very rapidly with very serious (can even be fatal) consequences.

Good tattoo parlours will provide aftercare advice, but they're not doctors and so not allowed to prescribe the medications you're going to need to fix the problem. A topical antiseptic cream such as the one you have tried had no chance of working as the infection stems from what's been injected thousands of times below the top surface of your skin.
