is it normal for a healing tattoo to look faded?

this is my first tattoo and I know virtually nothing! I got a butterfly on my inner forearm, underneath where the elbow bends. It's about a week old, got it done at a reputable shop, scabbing has come and gone (i didn't touch it) and now its starting to peel a bit. 

The ink looks a bit uneven, more blue than black, and I can see some of the fine lines underneath the larger colored lines when looking at it with my phone flashlight. 

I wash it with soap and water 2-3 times a day, and apply a healing ointment after I wash it.

    It happens sometimes, it will look uneven for a while, but if you're still not happy after 5 weeks ask for it to be retouched.

    I just got my first tattoo recently as well. It looked faded because the dead skin on it hadn't started peeling yet. I had multiple layers peel off before it started looking normal.
