I don't know about the UK but the USA is not about to re-start the draft system. It will take a world war for that to happen again.

Conscription is not popular in the US or UK. The fastest way to make a popular war, unpopular, is to draft people who do not want to be there and watch the body count rise. The governments are going to do anything they can to avoid it.
