If you have an HDMI cable box connected to the Xbox one, you CAN watch TV and play games at the same time. The game gets shrunk to use the left 3/4 of the screen, and the TV image goes in a tiny window in the top right. Yesterday, I had the NFL games snapped to the side of the screen while playing Forza Horizon 2.

You watched it incorrectly. It can't do them both at the same time. However, you CAN hold the place of videos should you decide to play a video game or hold where you are in the game should you decide to watch a show.
