When I flush my toilet I have to stand there and wait for it to run for a minute and then flush again?

when you hit the flusher the first time nothing happens but you can hear it running, then after about 30 seconds if you hit it again the toilet will (usually) flush as it should. anyone know what is causing the delay? its kind of annoying to have to flush twice every time.
