Most likely the needle valve is dirty and the float is sticking there is a bolt on the bottom of the carb unscrew it and take the bowl off there will be a plastic u shaped float with a pin through it pull the pin with pliers keep ahold of the float then slowly pull down and the needle valve will come with it take a rag and clean it off then take carb cleaner and spray in the hole where it came out of to clean the jumk out of it thenjust reverse the steps and put it back together problem solved

Jim W is right, the needle valve is not seating. The real fix is to remove the carburetor, take it apart, soak the parts in a quality parts cleaner and put it back together with a rebuild kit. You can get the rebuild kits either on line or from your local small engine repair shop. It is not a hard job.

get a service and maintenance manual for the engine. Typical it is a Briggs and Stratton or Tecumseh on the older units. The usual problem is a stuck needle valve that has not shut the flow of fuel into the carburetor.
