What are the rules on locations?
If I want to shoot a film and send it to film festivals do I need to actually have written permission from the owner of that specific place or could I just shoot it discreetly and still send it to festivals?

The festivals are probably going to assume you had legal permission where needed, especially on private property, and some may require that you complied with local laws in making your film.
I would guess that many "festival" films were shot in public spaces (streets, parks, etc.) where permission to film is normally required but they did not get it. That is different from private property.
