I have a low brake pedal on an 2004 Gran Cherokee.?

Brake pedal is not spongy, it just has long travel. Seems to stop fine with normal foot effort. Normally in this case I d suspect rear brakes out of adjustment. But this has 4 wheel discs, . A) the discs dont look too great. Could the calipers be opening too much due to scale on the rotors? B) is master cyl failing? C) something else?

Update:

Inspected the pads, although it just passed inspection the fronts need replace. Also the inner pads on both sides were away from the rotors. a good 1/8 th inch. I think there lies the problem. I see new rotors and calipers in my future? I dont really think the calipers are bad. but hate to install rotors with old calipers. Comments?

    Your assumptions are all possibilities. Add to the list my pick, one or more frozen calipers. Do you drive around on wet, snowy or salted roads? My guess is you'll be going for some pads, rotors and calipers.

    Either air in the lines or a failing master cylinder. If bleeding the brakes does not help, the master cylinder has internal leakage and is bad.
