What would be the reason for rapid lip licking and swallowing?

I thought he was about to vomit because sometimes before he vomits he does the rapid lip licking. He didn't vomit. He stopped the lip licking and swallowing after about an hour. I thought maybe he had hiccups but I know what he does when he has hiccups and he didn't have the hiccups. After he stopped the lip licking and swallowing hes just been making this soft whining.. its just a pressured exhale... kind of like how old dogs do who have arthritis when they aren't comfortable. (this dog isn't old, just 2 years). Now he is exhibiting rapid panting but its just 60 degrees... he stops when I look at him... when I look away he starts doing it again. He also looks to be trembling in the neck and head because of tension.

I dont' know what happened. Before i noticed any symptoms I saw him chewing on a ketchup packet and took it away from him, and before that he ate a can of ol roy.

When I first saw the lip licking and swallowing I gave him water and he drank a lot and bleched some up because he drank it too fast. I thought maybe he had fur in his throat or something.

Now he panting and trembling and I can see the tremble in his ears.

can dogs get respiratory infections? He sits on the package tray every night when I deliver papers and it was 20-something degrees tonight. I drive about 45 miles with both windows down.

...omg he just peed himself! he was laying in his bed panting and peed all over himself!!!

Update:

then he got up and moved back to the package tray and isn't panting anymore.

Update 2:

hes an Australian cattle dog.

    I agree with Helen. This could be Bloat, and this will kill him if he isn't taken to the Vet right away. Get moving! Go to the nearest ER Vet if your regular Vet isn't open. GO!!!!!!!

    Get him to the vet NOW. This sounds like bloat, and if it is, he could die within an hour or two.
