Bitters is an herbal infusion in alcohol, so beverage alcohol is not a substitute. If you can't get bitters, add some spices -- nutmeg, cardamom, cloves, mace, that sort of thing. The ingredients in Angostura is a trade secret, but the source below gives a recipe for home-made bitters to give you an idea of what might be in there.

The flavor of Peychaud’s bitters is comparable to Angostura, although it is slightly sweeter and possesses a more floral aroma. Use equal amounts in any dish that calls for Angostura. Orange bitters are another option, although the citrus notes are more dominant than those in Angostura bitters. or just swap equal amounts orange for Angostura bitters.

That's just a bitter flavoring. Use any bitter liquor you like. Or leave it out and add some citrus rind.
