I bought a steam press and I like my shirts starched. Should I use a spray or should I put it in the rinse water?

If you really like it starched stuff, then put the starch in your rinse water. If you would like to control how much starch you apply, then use the spray. More spray for more starch and less spray for less starch. I like using the spray because it is a lot easier than remembering to add it to rinse water. Less starch in the summer and more starch in the winter.
