I'm not sure you should be asking this in the Economics section of Y-answers. You may get better replies in Politics & Government - Law Enforcement section.

    But here goes.

Do you mean all crimes including shoplifting and urinating in the street and being drunk?

Or do you mean serious and violent crime such as murder, rape, arson?

The highest murder rates are in Alabama, Mississippi, Missouri, Tennessee and Louisiana.

The lowest murder rates are in Idaho, Iowa and Utah and the New England states.

Property crime [burglary, other theft, damage, arson] are highest in California, Missouri, Georgia and Tennessee.

Lowest property crimes are in New York, Nevada and New Jersey.

Rape has the highest rates in Minnesota, Ohio, Colorado and Alaska.

And lowest in California, Florida and Virginia.

If you search the Net, you'll find analysis that shows these rates relate to average wealth, education attainment, ethnicity and average age of population.

You may not be surprised to find the states with high rates are those where there is low average income and wealth, low graduation rates, high non-European origins and a predominance of young people under about 30 years.
