Tell me what you think?child abuse/neglect please?!?

My boyfriends little brother is being neglected I believe and I'm so torn on what to do..

He is 10 years old and has never been to the dentist, he hasn't been to a doctor in over 2 years. He has an infected cut on his leg and they didn't do anything about it... Along with a fungus on his toe. The father says he can't afford to get him medical treatment. They have health insurance and the father makes decent money, but the mother refuses to work and must smoke 40-60$ In marijuania every week or two. That's about the co pay for their insurance by the way.

The boy doesn't wipe his butt when using the bathroom a lot, and he won't brush his teeth.. My boyfriend and I made him wash his cuts on his leg and foot and it looked like he had never washed his feet before cause he couldn't figure out what position to so it in. He looked like he didn't know how to properly use soap even... My boyfriend says it's the boys fault for being lazy but I disagree.. I think it's the parents fault for not taking enough time to teach him every day for the first however many years of his life.. He plays video games non stop and is bought new games to shut him up often. Me whines and gets his way, and they won't take his video games long term cause he annoys the parents too much without them. He has no friends and no social skills. He actually wanted to play football and they said they couldn't afford it(keep in mind the mom won't work, they have a house bigger than necessary and they smoke a ton of pot)
