Computer running slow?

I am running windows 8.1 and a speed of 1.5 On some pages it takes longer to load pages. I have run CC Cleaner, cleaned the registery, done a defrag, cleaned up the disk, deleted temp files, no virus or malware according to McAfee. When I take the computer in to a tec they always tell me they cleaned it up and deleted old files. Where are these old files they talk about? I am only using a tiny portion of space. What else can I do and how can I do it? Thanks for any info.

    Try using other web tool to open your targeted webpage or site; 2ndly, update your browsers to their latest builds; as for potential viruses, adware and/or PUPs, run your system under safe mode, you first update your McAfee, remove any unwanted software from your programs list; scan your diskS later. BTW, a slow PC is different from a slow Internet connection.
