Because they are lowlife scum and need to hurt a small defenseless animal to feel better or to make them stop behaving in some way... basically there is no good reason- those people are idiots.. but a lot of people, mainly males, have some irrational dislike of small dogs.. especially those who have high pitched barks and the ones who shake and/or carried around alot, not sure why though.
