Spamming is another word for something that is unwanted, and you can be prosecuted for doing things that are unwanted. Unwanted mails, calls or texts from someone directly can be prosecuted for harassment.

Anything that someone does that is unwanted in public is an offence under a Public Order Offence (Breach of the Peace in Scotland) if one is doing something to cause unnecessary annoyance, panic, alarm or distress to one or more members of the public.

You can be arrested by doing unwanted things on the internet but they have to be very serious accusations before the local police would take notice, an example would be ... Racist remarks or cyber bullying. If everyone was to be arrested for internet spamming there would not be enough Police officers to deal with it all, thats why on most websites you can block and submit complaints to the website administrators.

So to answer your question. Yes.
