2.8 liters = 2800 cm^3.
The volume of a cone with radius r and height h
is given by V = (1/3)πr^2 h. So here,
2800 = (1/3)π r^2 * 17.7 = 5.9π r^2, so
r = √(2800 / 5.9π) ≈ 12.29 cm

V = 1/3 pi r^2 h
r^2 = 3V/(pi * h)
r = √[3(2.8L * 1000 c^3/L)/(17.7 * pi)]
r ≈ 12.29 cm
