Update:

Power steering pump and pulley was fixed a couple days ago because you could hardly steer, it was perfect after it was fixed but now couple days later it is back to being hard to steer. What could be the problem?

    Could be you have a defective steering rack assembly. I would advise you to take it back to whomever replaced the pump. Before doing that make sure the power steering pump resivoir is at the full mark.

    If your old pump left metal debris in the system that wasn't flushed out it could have destroyed your new one.

    still has power steering fluid? is the fan belt there?
