Can you transfer Pokemon from black 2 to omega ruby?

Yeah you can trade to your OR without X/Y.
What you need from the eShop is Poke Transporter and Pokebank.
The Poke Transporter puts your Black 2 Pokemon over to the Pokebank. Then you use the Pokebank to transfer the Pokemon over to your Omega.
And yes, both apps are free for a limited time. I believe it's 30 days until they notify you to pay up $5 a year or the app won't work. But you should be able to transfer all your Pokemon within a day and just forget about the trial ending. Note that the trial isn't some contract you're signing up to. So don't worry about having some random charge on your credit card by the end of trial.
