is there reverse underwater parachuettes that make you float up through the water slower?

we're trying to make a documentary about water and what we want is a scene where someone's floating up from the deep end of my neighbor's pool wicked slowly so they have enough time to make a speech about how important pollution is before they reach the surface, we were basically thinking of how we say a video of a skydiver doing taht while floating down from the air talking about the ozone layer and we want to do that same thing but coming up isntead and educating people on things that actually mattter, what would this equiptment be called?

    A life jacket and enough weights to counteract most of the upward force, which would be more than you think if you don't take the buoyancy of the weights into account for the actual effect they'll have in the water. Ridiculous as it sounds, maybe arm floaties, since they'd have less of an upward pull than a life jacket would.

    Why not see if you can record it in a higher speed and then slow it down. They your friend can wear what you want with nothing else to give a way how it was filmed.
