What was the movie with the bad cop with magic powers who planted weed in people's vehicles?

I saw it on syfy or something awhile ago, all I remember was that the cop pulled people over for seemingly mundane reasons, then asked to search the car. The cop then found a large amount of marijuana. It has also happened to a guy on a motorcycle. I remember there was also a yellow smiley face (similar to the wal mart one) motif.

    Sounds a little like "Desperation" based on the Stephen King book.
