Does WWE still have a developmental territory aside from NXT?

The performance center is used to train talent, rehab them, allow them to workout, cut promos, and do anything to further their career. NXT's product seems to be so accomplished that there isn't much room for really green rookies to step in like there was in OVW or FCW. They all have established characters and or a long history in pro wrestling. So the newly signed talent trains at the performance center.
