Buying used car from dealer. Vehicle just aged out of official certification year. Should I wait for the price to come down before buying?

Certification does not go away. If it's Certified Pre-owned, it stays Certified Pre-owned. They cannot Certify a 2008 they get NOW, but if it was Certified, it still will be. You will not get a discount just because it's a month older.

If it makes you feel good, go for it!

I was looking at a certified pre-owned 2008 Volkswagen Passat at the end of 2014. Now in 2015 it is too old for Volkswagen to consider it "certified."
