I will break it down for you:
Yatchainasai is the abbreviated form of yatte shimainasai.
Yatte is the te-form of yaru, and means "Do!"
Shimainasai is also an imperative of shimau, which means "completely". Shimau is a verb, but is usually translated with the word "completely".
The speaker wants the listener to do something. The listener hesitates, so the speaker uses the form shimainasai to encourage the listener.
