I'm 25 and I tried approaching a 29 year old woman today. I told her she was pretty and she giggled and said thank you. I asked her out and she said "You don't want a woman like me because I've done bad things in the past". She then walked away. What did she mean? Did I get rejected?

I wouldn't say rejected, more turned down. Maybe she's just not wanting a relationship right at the moment or she's going through a tough time. It's best to give her some space if you work together or something. If not and you didnt know her than just forget it.
Or maybe she just wasn't interested and was screwing with you
