I need a new video editing software? Please see details for what I'm looking for.?

I need my new video editing software to be able to do everything that Windows Movie Maker can already do, including:

Cut, split, copy, paste, add music, add pictures, record video, record audio/narration, be able to put text on screen, flip videos upside down, and adjust volumes of different audio sources, (Example: Make the video really loud but keep the music quiet.)

In addition: I need it to be able to:

Render high quality, crystal clear videos in at least 1080p at 60fps, and have picture in picture capabilities.

Things which I'd like, but don't need:

Special effects, Motion blur, camera shake, cool filters, green screen, things like that. Having the ablility to do things like fire, lighting, explosions and stuff would also be very cool.

I've heard that Adobe After Effects would be perfect for things like this, but I would rather have something more economical if possible.

I don't really have a set budget, and I might be able to just go for After Effects, but if there's something which is just as good, or almost just as good as After Effects for a smaller price, I'd like to go for that.

Update:

Also, which version of AE is best?

Any of the Ultimate/Ultra/Deluxe/Etc high-end editions (and some of the regular editions) of the mid-priced editors will do most of what you want to do. Fire, explosions, lightening, etc. are particle effects and aren't really part of "video editing" but are called "special effects". In the world of video editing, editing the video and creating video special effects are two very separate things. There aren't many special effects programs, only After Effects and HitFilm. You can use a mid-priced editor to add and edit ready-made special effects clips to your videos.

I was just playing around with a free version. You're not going to move from Movie Maker to a feature-filled video editor and be able to do this kind of thing immediately. You've got to learn how to use the program first. (Of course, the bird wasn't harmed. It was the only clip I had that I could use for the effect. That's the other thing you have to learn. You have to plan your movies and film them for the effects you want to use in them) This site has a ton of ready-made (and free) particle effects clips - and you don't have to register to use the site or any of the particle effects. Some of the other contributors of other kinds of clips require registration once you click on a category and go to their websites.

The Sony Suite comes with a HitFilm special effects plugin but, although I have the stand-alone HitFilm Express, I know nothing about what the plugin can do. You'll have to investigate.

Be sure to check the system requirements for the programs you're interested in. The bigger video editing programs and especially the special effects programs like After Effects need muscular computer resources to work their best. Otherwise, you're liable to get a lot of lagging and slow operation and periodic crashes. A program can't work using your wishful thinking for power. If your computer doesn't have the system requirements a program recommends, do not buy that program. The requirements that are listed are usually the minimum requirements and you definitely don't want to try to run a program if your computer has less than the minimal requirements. If you really, really, really want a particular program (and who hasn't:-) but aren't sure it will run OK on your computer, download and try out a trial version first.

Source(s): After Movie Maker, I jumped to Video Studio vX3 and thought the multi-track editor was HARD! Then I got vX5 Ultimate when I was released, then X6 and now X7 and am still learning how to use all the "extras" that come in the Ultimate editions.

Well, I'd recommend after effects based on your wants. Adobe Premiere would be a good choice too but with fewer options for implementing special effects and filters and whatnot.
