Why do air raid sirens still exist and are tested?

I've seen videos on YouTube showing sirens being tested in what looks like the 21st Century. I grew up next to a refinery and the old sirens were used to warn the nearby towns of chemical spills (and gin up paranoia after 9/11) and in the Midwest for tornadoes, but other than chemical spills and tornadoes, what good are they and why do they still need to be tested?

When you hear that siren wail once a week here, those sirens ARE the original air raid sirens. Updated to include extreme weather event warnings. They get tested every Wednesday at 1pm. D/FW Texas
