Some high end smartphones (Nexus 6, Note 4, OnePlus One, etc.) have comparable specs to low/mid range PCs nowadays, and they have the ability to do a lot of what a computer can do, so yes, they are like computers, just with a touch interface.

Smart phones are definitely worth it. But, unless you are a very casual computer user (ex: only browsing the web) they won't be able to replace a laptop or desktop. However, a laptop or desktop couldn't replace a smartphone so I would reccomend having both

Smartphones are very far away spec wise but any phone is technically a computer. It really depends who you are if it is worth it or not.
