Can I play Windows games on android?

Short Answer: NO... Different OS cores causing problems.
Long Answer: Android is classified as a variation of Linux that's been made user-friendly for general audiences within a specific framework. Because of the Linux core, it's incompatible with Windows applications.
HOWEVER, with that said, it COULD be done do some limited degree... & OTHERS are actually trying to do so by making WINE (the linux WINdows Emulator) for Android. However, upon a quick check into the development is showing that things are moving slowly... mostly due to hardware architecture & processing overhead. Throw in the need to have an on-screen keyboard & you can easily see the headaches involved here. In short, don't hold your breath here as a result.
Most game developers who release for PC generally does the legwork into porting their game onto tablets (iOS & Android) to make them work efficiently, accurately & properly in the Android environment... which ultimately provides a better experience than trying to emulate the same game designed for Windows.
Therefore, if there's a game on Windows that you want to enjoy on your Android device, contact the developer of the game & ask them to port it over. If there's enough interest & there's little technical issues for the developer, they may actually do it!

Only if you use your Android device to remotely access a Windows PC. Other than that, nope, you can't.

Your phone wouldn't be able to handle PC games unless the game was really old. I'm talking Commander Keen old.
