Can i report this to a police officer?

I was driving down freeway 85 and this truck was driving with rock in trunk one of the little rocks hit my car windshield and made a small crack my sister got the truck license plate number so can i call a police to report it im located in san jose california

    I very much doubt that any police agency would be interested. As far as criminal liability, the most this would be is allowing a load to spill on the highway, which would result in a fine of about $240. Since citing somebody for something that an officer did not see takes some effort, it would cost more to issue the citation than it is worth.

    On the other hand, your insurance company will be very interested in that information, since then they can go after the driver for the damage.

    You have a right to call the Police and report anything that causes you alarm, harassment or distress to let them know about it. I doubt there's much they could do unless others have had a similar experience with the truck but there's no harm in letting them know.
