Do you text or otherwise spend a lot of time looking at a cell phone or computer screen? What happens is a nerve serving the shoulder can get pinched in your cervical (neck) spine as you crane your neck forward or allow your head to slump down, and pressure on nerves can cause tingling, pain and/or numbness. Your head weighs as much as a big bowling ball and can put quite a strain on nerves in the neck. Yes, this can occur because of bad posture or because of issues as with the cell phone, something that causes your head and neck to slip forward of where it should be.There are other possible causes of this, but it usually involves something pressing on a nerve, or some kind of nerve damage.
Since you've had this for several years, it is possible that there is nerve damage that may be permanent. They can do tests to determine if the nerve can still send a signal to the brain. Fixing your posture or otherwise correcting whatever caused it may still help. If it bothers you, you can certainly see a different doctor for it. You also might consider seeing a chiropractor for this.
Good luck.

this happens to me everyday. the position you slouch in is putting pressure on the veins to your shoulders, causing the bloodflow to be interupted and numb. just try not to slouch anymore.
