How could drinking water be tested for the presence of scopolamine?

It has occurred to me that the general capacity for media and government to pass nonsense across to the masses has been achieved by tainting tap water with scopolamine. How would one test tap water for the presence of scopolamine?

    The best method would be sending it to a lab, any other place wouldn't result in answers.
