The content you are referring to is relevant to both countries even though it might suggest the U.S. The content is the same for all the other countries as well. Since Yahoo is a U.S. based company and their comments apply to all countries there is no reason to differentiate all the countries that it applies to.

i often respond to questions about letting legislation but us law is different and my answer would be incorrect
so it would help if i knew where the questioner was !!!
