My blinds are stuck?

So I was trying to lower my blinds earlier. I failed...they are now stuck at the top.I have looked up things to do but none of work so far. I can't take the blinds down (i saw some people say that) since I am living in a college dorm right now. But what are someways for me to get them back down. I would like them down because my bed is right by the window and I really do not want to be woken up in the morning by sunlight.

    What sort of blinds? The horizontal slatted blinds that fold up as you pull a cord (known as "venetian blinds" has two cords you pull together to roll the blind up to the top, to release and lower the blinds you hold both cords at 45° and release and the blinds come down, there is generally another device sometimes a plastic rod that hangs down from the top or a plastic chain that opens/closes the slats.

    Other types are roller blinds that has a plastic chain that hangs down in a loop pulling the chain winds the blind down. If you are in student accommodation and the blind is stuck and you cant fix it speak to the maintenance section.
