It's up to someone on food stamps how they want to spend it. It's mainly things like alcohol and prepared (hot) foods that they have to avoid.
Sometimes people need to learn by trial and error what foods work best for them, especially if they didn't have nutritious food growing up. Sometimes they need to reward their kid with a candy bar, since they can't do much else for them in life. Sometimes they want to save up and buy steak for a special night. If they need to learn the hard way that junk food doesn't work for them and isn't a wise use of money, so be it. It works out in the long run. They learn what they need to.
I'd be more concerned that people cannot purchase things like multivitamins, or protein supplements, which can be a big deal for people on tight incomes who are tying to stretch their food.
There are bigger problems than junk food, and battling over what should and should not qualify.

Some time ago I went to the grocery store buying basic food items with the money I earned. The shopping cart in front of me was plumb full of soda pop, candy and expensive steaks. I did not give it much thought until the buyer used an EBT card to pay for it. Soda pop, candy and expensive steaks can be traded for drugs in the projects.

I personally do not care what food they buy. They are given a set amount each month and if they chose to buy steaks for five days in a row or whatever, well then great, they will just starve the rest of the month.

No more McDonalds or Burger King and suddenly the homeless people are playing tennis every day.
