Do you have to be younger than 18 to get citizenship via a N600 application?

An N-600 is NOT an application for citizenship. It's an application for a Certificate of Citizenship. That means it certifies that the person on it ALREADY is a US citizen. Any US citizen, except those who naturalized, can file an N-600 to get that piece of paper. For 99.9% of all people it would be a waste of money though.

No. You must be 18 or older.

You can submit the N-400 on your 18th birthday, or on the 5th anniversary of the date printed on your green card. Whichever comes later.
