Mutation occurring in an Out of Africa population. It's not advantageous, but it's also not deleterious enough to be selected against.
So, it's a Founder Effect thing for plenty of Out of Africa populations. Ditto hair color other than black, straight hair, epicanthic fold retention, eye color other than dark brown.
