what is that whistling noise i hear?

everytime im at a computer near a public place like the library i hear whistling noises. once when i was home with my house mates. what could it be? its getting very annoying and it won't stop.

    It's hard to tell open up the side panel in a quiet room start the pc up and listen to the area where it's coming from
