How can I get a photo of a painting to look like this?

It's not actually a very good photo of the painting, if that's what you're getting at...The photo is of the furniture with the painting as background.
To get good photographs of paintings, you need a good camera, tripod mounted, set up square to the painting with a long enough lens (about 105mm) to avoid distortion.
You set the camera (or zoom) to have the painting fill the frame. Then you need lighting. For best results, indirect, color-corrected lighting is used by the pros. You can achieve pretty good results by not using any sort of flash, with the painting in shadow outside on a sunny day or on a cloudy day, and a long enough exposure to ensure a good image.
