In Scrabble, when a player draws extra tile(s), what is the official rule about resolving this issue?

NSA devised this rule: Opponent draws 3 random tiles from offending play's rack, looks at them, then chooses which 1 gets returned to the bag. If 2 tiles are overdrawn, Opponent draws 4 random tiles from offending player's, looks at the, then selects which 2 tiles will return to the sack, and so on. "Everything Scrabble" Pg. 375

The NSA devised this rule, which seems to work well for clubs & tournaments: Opponent draws 3 random tiles from offending player's rack, looks at them, then chooses which 1 tile gets returned to the bag. Remaining (2) tiles are returned to rack. If 2 tiles are overdrawn, Opponent draws 4 random tiles from offending player's rack, looks at them, then selects which 2 tiles will be returned to the sack, and so on. "Everything Scrabble" Pg. 375.
