He has to pay for his social programs somewhere. It's not that he is pro Mexico, it;s that he is desperate for funds. California has always been a dry state since I have been alive, no different today than before. The Mexicans in Mexico can drink that water because they grew up on it. The tourists in Mexico can not, so they have to buy it from somebody, Brown is willing to sell it to buy votes, any surprise I have unveiled there. I think not

because he's stupid enough to think that nobody would notice the hypocrisy of selling water to another country while telling HIS constituents that water is being rationed for US!
