when did glass shift from craft (utilitarian) to Decorative art?

I'm writing a paper on Glass history so if you know of any sites or any info that'd be helpful! :)

    Since the Romans had beautiful decorative glass objects I would imagine the shift was fairly early. Of course that skill was largely lost for centuries in Europe, re-emerging in stained glass for religious buildings.

    Glass beads used as decorations have been found in neolithic sites dating back to 8000 BC.
