Smarter use of water for cash crops
Improved irrigation systems
Increase use of grey water
Desalination (long way off from increasing supply)
Stepped up adjudication of aquifers

Well, the first thing that comes to mind is "trying to grow veggies in a naturally dry area wasn't smart". Factory farming is the problem.
