He does it because he can. He carries around a duffle bag with like $25,000 in cash almost at all times he is out and about or something. If you could fight with $100 bills in your mouth guard, wouldn't you do it?
Also, he kinda likes to show off his money and whatnot so this is how he is able to do that while still being able to fight. The goal for him was to get people talking about the fight so more people will order it on PPV... and well you're talking about it so I guess mission accomplished on his part.

I don't see the problem with it. Individuals with as much wealth as Mayweather buy unnecessary luxury items all the time, so why not spend it on gear that he's actually going to use in the ring?? And if he follows through and wins the fight, it will make a beautiful display piece worthy of a museum.

It's symbolic. He's putting his money where his mouth is, or something like that. I don't actually know if that's the actual mouthguard he will be using. I'm sure there's some kind of health and safety aspect that needs addressing when it comes to that sort of thing.
