how can I alter a photograph in photoshop to get something like this picture?

I want to take a full color photograph and make it just have 4-5 colors for a silkscreen project. Is that possible?

    Use the Cutout filter on a high contrast black and white image, then convert to RGB mode, add a curves adjustment to get the desired effect, then colourise the black and white image if you want to make it a little warmer (keep the saturation low). Then fill the background with colour using the Paint Bucket tool.

    Posturing, set filter to 4. Done.

    One way to do it is to increase the contrast

    or to reduce the number of colors

    or to play with the histogram controls, which combine color and contrast aspects.
