what should I do? I haven't received my Etsy package!?

So I have previously purchased from Etsy a couple of times and I've never had a problem .. Until now. So what happened was that I bought a phone case from a seller in Peru. His shop policy says that its too expensive to use express shipping so it take about 3 weeks for it to arrive here in the US ( I didn't read that part when I first got it). I sort of understand since it's international I guess. I purchased this case on March 20th, it's now April 21 and I still haven't received anything.

I've exchanged emails with the seller and he said he called the post office (on march 14th) and said there was a problem with customs and it would "at least deliver on Friday" well that was a week ago and I'm losing my patience with this.

I feel like a month is ridiculous. I'm torn about whether I should request a refund, report to Etsy that I never got my package or if I should wait longer.. What should I do??
