... and she wants us to drop it off in an anonymous envelope. I find this very passive aggressive and strange. Am I in the wrong for finding this odd?

She probably did some course or read a book on improving the workplace.
I'd say she wants it to be anonymous so that any suggestions she likes can be hers. Then she can crow to senior management about how clever and what a skilled manager she is.
Her objective seems to be a positive one though and it may create more harmony in the workplace if she instigates any changes correctly.
